 Fender for a P-38

I want to mount fenders on my SWB P-38. The rear wheel presents no problem. However, the front wheel is a different story. It is a 20" 700 x 23 wheel with zero clearance between the tire and the top of the fork. I'm thinking of buying a fender set and cutting the front fender just in front of the attachment to the brake bolt on the fork. I can mount that part to the back of the fork. That would leave with fender protection in the rear of the wheel but the front is another story. I'm thinking maybe I can punch some holes in it and use zip ties to mount it to the front of the fork.

Any ideas or suggestions would be appreciated.

Bill,

If you go to the lightning web site, and scroll down to where they talk about tire sizes for different sized frames you'll find some talk about just your situation.

Seems like on a bike with the 700C rear tire, there is a limit of tire width on the front 406 to something like just a 20x1......
