I only use firefox and my pop up blocker is on. It appears just under the buttons like racer46 said. I didn't see it today but yesterday it was very active. Its a random thing when it does appear.

edit........... As soon as I posted this I went back to the forum page and there it was again. Just a pop up type thing as soon as I went to the forum again it was gone.

I got tired of hearing the voices ,,,,,,since I upped my meds they went away.

Ok, I just went back to the front page and there was a CursorMania ad and it's under the Navigation bar as you said and that is done by Google and I have no control over those and it doesn't have anything to do with our Announcement banner, hey those pay for the Forum Don't know
