I took my Jandd Mountain Handle Pack I off The Roadley and tried it on my EZ Sport Bluetiful. Works great so I found another one on sale for 30% off at a bike shop downtown:

(Guess I should have dusted it off before I took the picture, eh?)

The two top straps are wrapped around the ape hangers between the two mounting bolts for the bottle cages on either side, and the bottom strap has just enough length to connect around the stem head and leave a little space between the bottom of the bag and the headlight.
